Robert Schimke, ARM began his career with Alliant Insurance Services, Inc. in 2016. He is currently an Assistant Vice President / Producer in the Sacramento office working within the Specialty branch for Alliant. In this role, he is focused on developing new business and servicing new / existing clients within the Public Entity sector.
Robert has a specialty in working with Airports, Cities/Counties, Special Districts, JPA’s and Higher Education clients. Robert received a Bachelor’s of Science in Business Management degree from Stanislaus State University; he currently holds an active P&C Insurance License in numerous states; and has earned his ARM designation.
In his free time, Robert enjoys playing golf, snowboarding, cooking his favorite meals and traveling to new places.

Maria Williams, ARM has been involved in the insurance industry since 2007, beginning her career as a claims adjuster for automobile claims. It wasn’t until she started with Public Risk Innovation, Solutions, and Management (PRISM) in 2012, however, that she found her calling in the Loss Control and Risk Management arena. Having started off in the Risk Control Department and transitioning to the Member Services Department in July 2016, Maria has the pleasure of serving the PRISM’s members, which consists of over 2,050 of California’s public agencies. In her role as Sr. Member Services Specialist, she is a liaison between the PRISM’s members, staff, brokers and industry service partners. She has also spoken at several difference industry conferences such as PARMA, PRIMA, and CAJPA.
Outside of work, she enjoys exploring all of California's wonderful destinations with her husband and daughter, trying out new restaurants and a good game night with friends.

Past Director of Finance & Treasurer (2017 - 2023)
Rebekah Winger spent her career working in insurance and risk pooling for CA Counties and Public Entities. She was most recently the Underwriting Manager for Public Risk Innovation, Solutions, and Management (PRISM), where she developed expertise in JPA administration, risk financing, and underwriting.
Rebekah has recently taken a step back from that fast-paced role to focus more on her family and spending time with her one year old son. Rebekah remains engaged in risk pooling and insurance organizations (like EIP) and will continue consulting or part-time work, assisting risk pools and public entities with insurance and risk management.

Haley Andrews is the Vice President of Gaines Insurance, an Independent Insurance Agency located in Roseville, CA. She has a Bachelor of Science degree in Business Administration with a concentration in Risk Management and Insurance from Sacramento State University. Haley previously worked at Nationwide Insurance as a Commercial Underwriter before joining Gaines Insurance in 2015. She is currently working towards her CIC designation and is a new member of Sacramento EIP since January 2020.
When not working, Haley spends her free time running, skiing, biking, hiking, boxing and enjoying the outdoors with her husband and their two dogs.
