Robert Schimke, ARM began his career with Alliant Insurance Services, Inc. in 2016. He is currently an Assistant Account Manager in the Sacramento office and works within the Specialty branch for Alliant. In this role, he is focused on the Public Entity sector with Cities, Counties and Special Districts. Robert recently earned his ARM designation and plans to continue on with his insurance education.
In his free time, Robert enjoys playing golf, snowboarding, cooking his favorite meals and traveling to new places.
Jaesa McCulligan, ARM began her career in the Insurance & Risk Management industry in 2011 where she started working for Bickmore. Jaesa was recently promoted to a Pool Administrator and is now tasked with providing full-cycle JPA Administration to two California JPA's consisting of mostly Bay Area Public Entities. Jaesa recently passed the final test to earn her Associate Risk Management (ARM) designation! Jaesa sailed through this rigorous program in just 6 months - way to go!
In her spare time, Jaesa enjoys Yoga, taking her 5:00 am spin class and spending time with her family and son.
Treasurer / Director of Finance
Rebekah Winger works as a Sr. Underwriting Analyst at CSAC Excess Insurance Authority, which provides insurance and risk pooling to CA Counties and Public Entities. She works in the JPA’s administration, managing workers’ compensation premium allocations and conducting financial analysis of EIA’s reinsurance and insurance placements.
In her spare time, Rebekah enjoys CrossFit and hiking with her husband.
Director of Networking Events
Caroline Brush began her career in the Risk Management industry in 2014 when she interned for Bickmore. After graduating from Chico State University, Caroline was hired by Sedgwick as an Analyst and is responsible for data analysis, event coordinating and member communications for two joint powers authorities (JPAs). She works in Sedgwick’s administration department, providing service to clients and assisting in claims management. She quickly got involved with the EIP and started assisting in event coordinating, later seeking further responsibility of Board membership.
In her spare time, Caroline enjoys weekend getaways, being outdoors and spending time with her family.
Haley Andrews is the Vice President of Gaines Insurance, an Independent Insurance Agency located in Roseville, CA. She has a Bachelor of Science degree in Business Administration with a concentration in Risk Management and Insurance from Sacramento State University. Haley previously worked at Nationwide Insurance as a Commercial Underwriter before joining Gaines Insurance in 2015. She is currently working towards her CIC designation and is a new member of Sacramento EIP since January 2020.
When not working, Haley spends her free time running, skiing, biking, hiking, boxing and enjoying the outdoors with her husband and their two dogs.
Secretary / Director of Member Services
Maria (Blanco) Williams, ARM has been involved in the insurance industry since 2007, beginning her career as an adjuster for automobile claims. It wasn’t until she started with CSAC Excess Insurance Authority (EIA) in 2012, however, that she found her calling in the Loss Control and Risk Management arena. Having started off in the Loss Prevention Department and transitioning to the Member Services Department in July 2016, Maria has the pleasure of serving the EIA’s members, which consists of over 1900 of California’s public agencies. In her role as Sr. Member Services Specialist, she is a liaison between the EIA’s members, staff, brokers and industry service partners.
She recently accomplished achieving her ARM and is now working to pursue her ARM- P designation. Outside of work, she enjoys being out outdoors with her husband and daughter.
Director of Social Media
Landon Paulson, CIC has been focused on commercial insurance in its many forms for over 5 years now, starting his career at Philadelphia insurance, where he was quickly licensed and pursued his CIC (Certified Insurance Counselor designation). He learned invaluable carrier and marketing experience there, which was helpful in transferring into a retail production role at Bolton & Co in Pasadena, CA. After having many positive events with the EIP boards in the Los Angeles area, the first thing he did when he moved back home to Sacramento was look up the local chapter. Seeing the opportunity and potential for this great organization drove him to seek Board membership and get involved. Landon is currently a Commercial Insurance Broker for Burns & Wilcox Brokerage, and assists with hard-to-place General Liability/Property and Excess submissions for many agencies across the country, as well as working on his CRM designation.
When he isn’t working, he enjoys good food, soccer, and his dog Baxter.
